The President of APSCC is the Chief Executive Officer of APSCC. Members elect the President for a two-year term, which is renewable once. As the main representative of APSCC, the President holds the authority and responsibility for implementing the directions and guidelines set by the Constitution and the Council, in consultation with the Board of Directors, Vice Presidents and Executive Director.

 

 

 

 

Yutaka Nagai

Yutaka Nagai is Senior Executive Vice President of SKY Perfect JSAT Corporation. He is also the Board Director of SKY Perfect JSAT Holdings Inc, a parent company of SJ.
 

He started his carrier at Nippon Telegraph & Telephone Public Corporation in 1971 and was engaged in research and development work for satellite communications system. During his 40 years business carrier, his first involvement with satellite business was in 1986 when he joined Japan Communication Satellite Company Inc. Then he developed his carrier from satellite operation to satellite engineering, business planning and business development.

 

He received a Bachelor of Engineering from Tokyo University.

 

Executive Director

 

 

 

The Executive Director is a full-time, administration officer in charge of APSCC Secretariat, and is appointed for a four (4)-year term which may be renewed. The Executive Director is appointed from the country hosting the Secretariat. The Executive Director is responsible for the operations of the Secretariat according to the directions and guidelines set forth by the President and the Board of Directors..

 

 

 

 

 

 

Dr. Seong Joong Kim is a veteran in the satellite industry with over 30 years of professional experience.  Prior to joining APSCC in 2011, Dr. Kim was involved in the satellite communications business, working on the Koreasat 1, 2, 3 and 5 projects at KT Corporation, Korea from 1991 to 2007. Dr. Kim started his professional career at the Agency for Defense Development at the Ministry of Defense of Korea.

He holds a Masters Degree and a PhD in Electrical Engineering from Virginia Tech (USA).

 

Advisory Board

 

The Advisory Board consists of distinguished experts in satellite and space related industries. On request, the Board advises the President on matters regarding the direction of APSCC operation.

 

 

 

 

 

Mr. Yasuo Otaki

After graduating from Tohoku University in 1959, Mr. Otaki joined the Ministry of Posts and Telecommunications (MPT), Japan, where he held a number of positions. In 1987 he became Director-General of the Radio Department of the Telecommunications Bureau. He was appointed Deputy Director-General of the Communications Policy Bureau in 1988 and Director-General of the Broadcasting Bureau in 1989. After thirty-one years at MPT, Mr. Otaki left to take up various posts at Mitsubishi Corporation and Space Communications Corporation (SCC), where he was named Executive Vice President in1993. After retiring from SCC in 1998 Mr. Otaki was appointed President of MKK (Radio Equipment Inspection and Certification Institute), now Telecom Engineering Center (TELEC). In April 2000, he was appointed President of Japan Telecommunications Engineering and Consulting Service (JTEC).

 

Mr. Otaki has worked in Geneva as a CCIR Counsellor/Engineer of the International Telecommunication Union and been awarded the Avant-Garde Award of the IEEE. After serving at APSCC as Executive Director since 1994, he was elected as the 3rd President of the APSCC in November 1998. He retired from the office at the end of his term but continues to serve as Advisor to APSCC.

 

 

 

 

 

 

 

 

 

 

Dr. Eui K. Koh

Eui K. Koh is President of Protostar Asia, a DTH focused satellite operator in Asia-Pacific region. He served APSCC (Asia -Pacific Satellite Communications Council) as Chairman of Boards and President from 2003 to 2006. Prior to this post, Dr Koh was Vice President for Asia Pacific region for New Skies Satellites NV, based in Singapore.  He has been recently appointed as Eminent Person on the ITU High Level Panel on Emergency Communications in December 2007.  Dr. Koh has more than 30 years experience in telecommunications industry.  Prior to joining New Skies Satellites, Dr. Koh was Managing Director, Intelsat Asia Pacific and he was responsible for sales, marketing and business development in the region for Intelsat, a global satellite operator headquartered in Washington D.C. in USA.

Sri G Madhavan Nair, a leading technologist in the field of Space Research, is the Chairman of Indian Space Research Organisation and Secretary of the Department of Space for the Government of India. He has also been the Chairman for the Space Commission - the Apex policymaking body - since 2003.

 

Sri Madhavan Nair graduated from the Kerala University in 1966 with a degree in Engineering, and joined Thumba Equatorial Rocket Launching Station (TERLS) in 1967. He was closely associated with the development of the first Indian Satellite Launch Vehicle - SLV-3. Later, as Project Director, he led the development of India's first operational launch vehicle, the Polar Satellite Launch Vehicle (PSLV). He was Director of Liquid Propulsion Systems Center from 1995-99. From 1999 until he took over his present position, he was the Director of Vikram Sarabhai Space Center (VSSC), Thiru-vananthapuram.


His awards and honors include the Om Prakash Bhasin Award; Swadeshi Sastra Puraskar Award; FIE Foundation Award and Vikram Sarabhai Memorial Gold Medal of the Indian Science Congress. In 1988, the Government of India awarded him the "Padma Bhushan" in recognition of his services to the country and society.

 

 

 

 

 

 

 

 

 

David W. Thompson

David Thompson has been Chairman and Chief Executive Officer of Orbital Sciences Corporation since co-founding the company in 1982. Orbital is one of America's leading space-related R&D and manufacturing companies. Before starting Orbital, Mr. Thompson was Special Assistant to the President of Hughes Aircraft Company's Missile Systems Group and was a project manager and engineer on advanced rocket engines at NASA's Marshall Space Flight Center. As a result of his work at Orbital, he was awarded the National Medal of Technology by President George H.W. Bush for his leadership of the company's Pegasus launch vehicle team. He has also received several other awards and honors.He holds a B.S. from MIT, an M.S. from CalTech, and a M.B.A. from Harvard Business School.

 

 

 

 

 

 

 

 

 

Mr. Richard E. Butler

Mr. Richard Butler was former Secretary-General of the International Telecommunication Union (1983-1989) - previously Deputy Secretary General (1968-1982) where he was acclaimed for his policy insights and effective leadership.

 

Mr. Butler has been a leading pioneer in seeking understanding of the importance of the communications infrastructure to national economic efficiency and social development. He continues to be active in many fields including policy research, telecommunication reforms and new applications, and activities for the spectrum and new satellite and terrestrial wireless systems development.

 

The most senior Australian in the United Nations system, and the only one to be elected to Head a Specialised Agency, Mr. Butler has worked with many international bodies. He was A Founding Advisor in the establishment of APSCC and has been appointed to the boards of several other bodies, including Pacific Telecommunications Council, Hawaii, SkyStation and AsiaSpace Ltd.

 

 

 

 

 

 

John Celli

As President of Space Systems/Loral, John Celli is the company’s top executive and is responsible for its strategic direction.  He has more than 30 years of industry experience and has previously served with the company as Chief Operating Officer, Executive Vice President and Senior Vice President of Engineering, Manufacturing, & Test Operations.

As Chief Operating Officer Mr. Celli was responsible for all aspects of operations and as Executive Vice President he led the organization responsible for the development, manufacturing, testing and procurement of all satellite units and subsystems and he also oversaw procurement, information systems, and the facilities organization.

From 1996 to 2001, Mr. Celli was executive director of SS/L's Intelsat IX program where he led the successful development and delivery of seven advanced multi-frequency communication satellites. From 1981 to 1996 he held a variety of other engineering and management positions with increasing management responsibility.

Richard Bowles

Following his Engineer Graduate training with Rolls Royce Aero Engine and Loughborough University of Technology, Richard Bowles moved to Philips' PYE TVT division, the group's company responsible for manufacturing TV transmitter networks and installing production TV studios. A further move, this time into computing technology, with a division of Plessey took him to France where he was responsible for creating a sales and support organization for Plessey Microsystems.

 

It was in 1986 that he joined Arianespace. It was a challenging time to join Arianespace. At first working in a marketing support function he quickly moved to sales and took responsibility for Turkey and Canada. After successfully proving himself in those areas he was given the responsibility of promoting sales in S.E. Asia. In 1991 his efforts were rewarded when the first satellite launch contract for Arianespace in South East Asia was signed for launching Thaicom 1. Since then many satellite launch contracts have been signed by Arianespace for customers in the region. Bowles opened Arianespace's Asean office in December 1996 and is currently their regional Director for Asean countries.

 

 

 

 

 

 

 

 

William Wade

William David Wade was appointed as the Chief Executive Officer on 1 August 2010 to lead AsiaSat. Prior to assuming his new role as Chief Executive Officer, Wade had served as AsiaSat’s Deputy Chief Executive Officer for 16 years.

 

Wade has over 24 years' experience in the satellite and cable television industry. Prior to joining AsiaSat in April 1994, he was with Hutchison Whampoa, as Director of Business Development for Pan Asian Systems, and was in charge of all sales and regional operations. Wade had also served as Executive Director for Echosphere International (Echostar), where he established Echosphere's permanent Asian operations in Singapore while managing the company's activities in Asia and the Middle East.

 

He speaks Mandarin and holds a Bachelor of Arts (Honors) Degree in Communications from the University of Utah, and a Masters of International Management from Thunderbird (the Global School of International Management). 

 

 

 

 


 

 

 

 

Zhiheng Fu

Fu Zhiheng is the Vice President and General Manger of China Great Wall Industry Corporation (CGWIC)’s Launch Services Division. Prior to his current position, he was the General Manager of Space Division at CGWIC, promoting Chinese satellites to international customers. Before joining CGWIC in 1993, he worked for China Academy of Launch Vehicle Technology (CALT) as an engineer.

 

Fu has 20 years of experience in the space industry. During his career, he has taken various managerial positions in marketing and program management for China’s international space programs. He was the Program Manager of the first Long march ITAR-free satellite launch program between 2003 and 2005. During his early years in CGWIC, he was in the Long March Iridium launch team, and also in charge of the marketing of launch services in the Asia-Pacific region.

Thomas Carroll

Thomas Carroll’s interest in satellites began in the mid-1960s, when his father was assigned to STRATCOM (US Army Strategic Communications), implementing the satellite communications structure for the South Pacific.

 

As a second-generation satellite executive, TC started his career with a ground systems manufacturer, then moved to positions with satellite operators of GEO and LEO constellations. Since 2000, he has been fortunate to be part of the satellite launch services segment of the industry with International Launch Services. His current sales and marketing assignments include Asia, Middle East, Southern Pacific and Canada.

 

TC holds a Bachelor of Science degree from George Mason University and an MBA from University of Mary Washington.  

 

 

 

 

 

 

 

 

Terry Bleakley

Terry Bleakley is Regional Vice President Asia Pacific for Intelsat. In this role he is responsible for the management of Intelsat’s sales and marketing activities throughout the Asia Pacific region. A 14-year veteran of the satellite industry, he was appointed to his current role after a 4 year period with MEASAT satellite systems where he was VP of Commercial Operations.

 

Bleakley holds a Bachelor of Science from Victoria University, New Zealand and a Post Graduate Diploma in Aviation and Business Studies.

 

 

 

 

 

 

 

 

 

 

Yeong-mo Kwon

Yeong-mo Kwon is currently serving as Senior Vice President of the Satellite Business Unit at KT Corporation. He has over 22 year of experience in the satellite business area at KT. He has been internationally renowned in the field of satellite frequency coordination for many years. Prior to the current position, he was Assistant Vice President of the Satellite Operation Center at KT.  Since his appointment to the current position in December 2007, he has been in charge of International/Satellite network planning and management, overseeing various operations such as satellite services as well as submarine cable network.

 

Kwon started his professional career at KT after graduating from Yeung Nam University with a Bachelor’s degree. He also obtained an MBA degree from Maryland University, USA.

 

 

 

 

 

 

 

 

 

 

Paul Brown-Kenyon

Paul Brown-Kenyon is Chief Executive Officer of MEASAT. In this role, Paul oversees the overall management of the company. Paul originally joined MEASAT in 2003 as Vice President of Sales and Marketing. He was then promoted and assumed the position of Chief Operating Officer in January 2005 and Chief Executive Officer in January 2011.

Prior to joining MEASAT, Paul spent six years with McKinsey & Company in the Firm's Singapore, Hong Kong and Stamford (US) offices. As an Associate Principal in Singapore, Paul was one of the leaders of the Firm’s regional telecom, high tech and media practices working with clients in the telecom and media industries across the Greater China and South East Asia regions. Prior to McKinsey, Paul worked with the Spectrum Management Group at Inmarsat, the International Mobile Satellite Organization, in London.

Hiroyuki Inahata

Hiroyuki Inahata is currently Group Vice President, General Manager of Space Systems Division at Mitsubishi Electric Corporation (MELCO). He joined MELCO and started his career as a RF engineer in Kamakura Works in April of 1980. Since then, he has assumed various positions in Kamakura Works, which include Manager of Space Information Systems, which develops various LEO satellites and Deputy General Manager of Kamakura Work, overseeing all MELCO space engineering and resource management. In April of 2008 he was appointed General Manager of Space Systems Division in Tokyo Head Office, position which oversees sales, marketing and business development for all of MELCO space activities, including government, institutional, and commercial satellite systems and related equipment businesses.

Tonda Priyanto

Tonda started his carrier at PT Telekomunikasi Indonesia in 1987 and was engaged in satellite communication control for PALAPA-B series satellite communications systems up to 1993. Since 1996, he was involved heavily in TELKOM satellites (TELKOM-1, 2, and 3) from planning up to their operation. In addition, in 2007-2010, he was a commissioner of TELKOM Vision, a TELKOM subsidiary on Direct-to-Home Pay TV. Since October 2010, he is a Senior General Manager of TELKOM’s Learning Centre.

Tonda is serving the Indonesian Satellite Association as the Chairman from 2005-2008 and 2008-2011. He received a Bachelor of Electrical Engineering from Gadjah Mada University, Jogjakarta, Indonesia and a Master in Telecommunication Technology from Aston University, Birmingham, UK. He also is a member of IET and also as a Chartered Engineer.

 

 

 

 

 

 

Elias Zaccack

Elias Zaccack is the Vice-President, Business Development, Asia-Pacific at SES based in Singapore.  He has been with SES for twelve years, and is responsible for leading a team of professionals supporting the development of new business for satellite services in Asia-Pacific. 

He holds a Masters Degree in Mechanical Engineering and an MBA in International Business from George Washington University. 

 

 

 

 

 

 

 

 

 

Titus Yong

Singapore

 

 

 

 

Titus Yong is the Vice President and Head of Satellite, which is responsible for the fixed and mobile satellite business and infrastructure in SingTel. Titus has headed the Satellite Group since 1 April 2006.  

 

Prior to this appointment, he was the Senior Director of Corporate Business Marketing and was responsible for the global marketing of B2B solutions. He also helped the Corporate Business Group implement various strategic initiatives such as building a pan-Asian network of managed hosting data centers and was later appointed as COO of the managed hosting business unit. Titus had a 2-year stint as the Director of Optus Business Marketing and Product Management based out of Sydney, Australia. In this role, he was responsible for revamping the entire marketing and product strategy, which included steering the B2B business towards new strategic directions such as IP convergence and SME solutions investment. He was also responsible for strategic bid management which secured many key government and Australian MNC contracts.

 

Titus has an Honors Degree in Electrical & Electronic Engineering from the National University of Singapore, specializing in communication technology.

 

 

 

 


 

 

 

 

Dawn Harms

Dawn Harms is Vice President of Marketing and Sales at Space Systems/Loral. She is responsible for new business development, sales, and marketing for the company and in this role works closely with a variety of satellite operators to develop satellite systems that meet current and future business objectives.

 

Harms joined SS/L in 1990 as a subcontract engineering manager and later served as the director of Asia Pacific Business Development. Prior to joining Space Systems/Loral, Harms was the product-line manager for commercial communications Traveling Wave Tubes (TWTs) at Teledyne MEC in Palo Alto, California. Before that she held a variety of other TWT design engineering and program management positions at Teledyne.

 

Harms earned a Bachelor of Science degree in Electrical Engineering from the University of Wisconsin. In 2010 she was awarded a Distinguished Achievement Award by the school’s College of Engineering for her contributions to the engineering profession.

As Vice President of Commercial Sales at SpaceX, Christophe Bauer is responsible for the acquisition and retention of commercial customers worldwide. Thales Alenia Space North America (TASNA), having its offices at Crystal City in Virginia (outside of Washington DC), Kennedy Space Center in Florida and Cupertino in California, is the business arm of Thales Alenia Space in the North American market. Mike Kreller

Mike Kreller is Vice President, Worldwide Sales and Serves for ViaSat. Mr. Kreller is responsible for operations, strategy, customer support, program management, and business development for satellite services. He has extensive experience developing and implementing project and business plans in a technical environment, including process improvement, change management, and organizational effectiveness.

Prior to joining ViaSat, Mr. Kreller was with satellite operator and service provider Telesat Canada, where he led numerous projects in operations, business development, contract negotiations, strategic vendor selection, and technical design.

Naoakira Kamiya has been the Managing Director of the Satellite System Research Institute in Tokyo, Japan since 2000. Presently, he is active as a satellite system consultant and researcher. He is also a contributing editor for B-MAGA (Broadcast & Broadband Magazine) and FDI (Full Digital Innovation Magazine). Previously from 1993 to 1999, he was the General Manager of Satellite Procurement Office at JSAT Corporation. Gregg Daffner is the President of G3 Global Communications Consulting a communications consultancy. Gregg is also the co-founder of Asia Broadcast Satellite (ABS) with 20 years of experience in business, regulatory and strategic development satellite issues.  Gregg was a founding member of Lockheed Martin Intersputnik which he and a group of investor later purchased to create ABS. From 1992 through 1996, Gregg was the Vice President for Market Development and Regulatory Affairs for PanAmSat. Gregg debuted his satellite career as Director of International Policy for the National Telecommunications & Information Administration, an agency within the U.S. Department of Commerce. Pramook Chaiwongwutthikul is the Vice President – Satellite Engineering & Operation at THAICOM Public Co., Ltd. He joined THAICOM is 1993. In this position, Pramook oversees the work in the area of the satellite engineering & operation, regulation & frequency coordination. His early work at the Company was in the area of satellite frequency coordination. Later on, he was assigned to be responsible for the work of communication engineering and satellite operation. In 1995 Pramook was appointed as a program manager of Thaicom-5.

 

 

 

 

 

 

Spectrum Committee

The APSCC Spectrum Committee has been organized at the 2009 Q2 APSCC Board of Directors meeting in Singapore. The Spectrum Committee aims to exchange the ideas on the spectrum as well as the regulatory issues in the Asia-Pacific region, and to designate the right direction and to do proper actions in time on behalf of the APSCC for the AP satellite industry in coordination with the APSCC Officers.

Pramook Chaiwongwutthikul is the Vice President – Satellite Engineering & Operation at THAICOM Public Co., Ltd. He joined THAICOM is 1993. In this position, Pramook oversees the work in the area of the satellite engineering & operation, regulation & frequency coordination. His early work at the Company was in the area of satellite frequency coordination. Later on, he was assigned to be responsible for the work of communication engineering and satellite operation. Ali R. Ebadi

Dr. Ali R. Ebadi is the Senior Vice President – Space Systems Development of MEASAT.  He joint MEASAT in 1991.  He has a PhD Degree in Electrical Engineering, and has more than 20 years experience in the field of Radio Engineering and Satellite Communications besides being actively involved in ITU’s activities.  Currently, he is Chairman of the Radio Regulations Board of ITU.

 

Prior to working with MEASAT, he was a full-time lecturer for 5 years at Universiti Teknologi Mara (UiTM) and a part-time lecturer for 2 years at the University of Malaya.  

He is member of the Institution Engineer of Australia (IE Aust) as Chartered Professional Engineer, member of the The Institution of Engineering and Technology (EIT) UK as Chartered Engineer and member of the Malaysian Institute of Engineer (IEM).

 

 

 

 

 

 

 

 

 

Roger Tong

Roger Tong, General Manager, Engineering, has over 21 years' experience in the satellite and telecommunications industry and has worked in Canada, Mainland China and Hong Kong. Mr. Tong has held various senior management positions at COM DEV International, Allen Telecom Corporation and Mark IV Industries. Prior to joining AsiaSat in March 2008, Mr. Tong was the Technical Consultant to Telesat Canada where he was responsible for various satellite programmes.

 

Mr. Tong holds a Bachelor's degree in Computer Engineering and a Master's degree in Engineering from the McMaster University, Canada and a MBA degree from the Wilfrid Laurier University in Canada.

 

 

 

 

 

 

 

 

 

Kevin Seow

Kevin Seow is Director of Space Development for SES WORLD SKIES, a wholly-owned company of SES, the world’s premier satellite group. He joined SES WORLD SKIES in November 2002 and is responsible for spectrum management and ITU related activities with focus on orbital assignment and spectrum utilization issues and proceedings. Prior to joining SES WORLD SKIES, he was Senior Engineer at MEASAT Satellite Systems based in Kuala Lumpur, Malaysia.

 

Mr. Seow earned his bachelor’s degree in Engineering from McMaster’s University in Hamilton, Ontario (Canada). He is married with three children.
