President
 

The President of APSCC is the Chief Executive Officer of APSCC. Members elect the President for a two-year term, which is renewable once. As the main representative of APSCC, the President holds the authority and responsibility for implementing the directions and guidelines set by the Constitution and the Council, in consultation with the Board of Directors, Vice Presidents and Executive Director.

Founding president Dr. Seon J. Chung served for two terms from 1994 to 1998. Dr. Chung is the former President of Electronics and Telecommunications Research Institute of Korea and President of Korea Society of Space Technology. The third and fourth presidential terms were served by Mr. Yasuo Otaki, Advisor of Telecom Engineering Center of Japan and former Executive Vice President of Space Communications Corporation. He was in office from 1999 to 2002.  From 2003 to 2006, Dr. Eui K. Koh, President of ASA Techonologies, had served APSCC as the fifth and sixth President. The three people will continue  to work with APSCC as members of the Advisory Board.

 

 

 

At the 2008 APSCC Council and Plenary meeting held on September 24, 2008, Dr. Nongluck Phinaintisart (President, THAICOM) was re-elected as the new APSCC President.

She received her Doctorate Degree in Electrical Engineering from Chulalongkorn University and her Masters Degree in Electrical Engineering from the University of Missouri, USA. With more than more than 20 years of experience in Telecommunications, Satellite, and Mobile businesses, she is within Shin Satellite since 1991.

 
Executive Director
 
 
 
 
The Executive Director (formerly known as the Secretary General) is a full-time administration officer in charge of the APSCC Secretariat. The Executive Director is appointed for a renewable four year-term. The Executive Director must be from the country hosting the Secretariat (currently South Korea), and is appointed by the President. Appointment is approved by the Council. The Executive Director works from APSCC headquarters, and is responsible for the management and daily operation of APSCC according to the directions set by the Council.

The Advisory Board consists of distinguished experts in satellite and space related industries. On request, the Board advises the President on matters regarding the direction of APSCC operation.

  Mr. Yasuo Otaki

After graduating from Tohoku University in 1959, Mr. Otaki joined the Ministry of Posts and Telecommunications (MPT), Japan, where he held a number of positions. In 1987 he became Director-General of the Radio Department of the Telecommunications Bureau. He was appointed Deputy Director-General of the Communications Policy Bureau in 1988 and Director-General of the Broadcasting Bureau in 1989. After thirty-one years at MPT, Mr. Otaki left to take up various posts at Mitsubishi Corporation and Space Communications Corporation (SCC), where he was named Executive Vice President in1993. After retiring from SCC in 1998 Mr. Otaki was appointed President of MKK (Radio Equipment Inspection and Certification Institute), now Telecom Engineering Center (TELEC). In April 2000, he was appointed President of Japan Telecommunications Engineering and Consulting Service (JTEC).

Mr. Otaki has worked in Geneva as a CCIR Counsellor/Engineer of the International Telecommunication Union and been awarded the Avant-Garde Award of the IEEE. After serving at APSCC as Executive Director since 1994, he was elected as the 3rd President of the APSCC in November 1998. He retired from the office at the end of his term but continues to serve as Advisor to APSCC.

 

 
     
 

Dr. Eui K. Koh

Eui K. Koh is President of Protostar Asia, a DTH focused satellite operator in Asia-Pacific region. He served APSCC (Asia -Pacific Satellite Communications Council) as Chairman of Boards and President from 2003 to 2006. Prior to this post, Dr Koh was Vice President for Asia Pacific region for New Skies Satellites NV, based in Singapore.  He has been recently appointed as Eminent Person on the ITU High Level Panel on Emergency Communications in December 2007.  Dr. Koh has more than 30 years experience in telecommunications industry.  Prior to joining New Skies Satellites, Dr. Koh was Managing Director, Intelsat Asia Pacific and he was responsible for sales, marketing and business development in the region for Intelsat, a global satellite operator headquartered in Washington D.C. in USA.

Sri G Madhavan Nair, a leading technologist in the field of Space Research, is the Chairman of Indian Space Research Organisation and Secretary of the Department of Space for the Government of India. He has also been the Chairman for the Space Commission - the Apex policymaking body - since 2003.

Sri Madhavan Nair graduated from the Kerala University in 1966 with a degree in Engineering, and joined Thumba Equatorial Rocket Launching Station (TERLS) in 1967. He was closely associated with the development of the first Indian Satellite Launch Vehicle - SLV-3. Later, as Project Director, he led the development of India's first operational launch vehicle, the Polar Satellite Launch Vehicle (PSLV). He was Director of Liquid Propulsion Systems Center from 1995-99. From 1999 until he took over his present position, he was the Director of Vikram Sarabhai Space Center (VSSC), Thiru-vananthapuram.
His awards and honors include the Om Prakash Bhasin Award; Swadeshi Sastra Puraskar Award; FIE Foundation Award and Vikram Sarabhai Memorial Gold Medal of the Indian Science Congress. In 1988, the Government of India awarded him the "Padma Bhushan" in recognition of his services to the country and society.

 
     
 
 

Mr. Romain Bausch

Romain Bausch is the President and CEO of SES. He also serves as the Chairman of the Board of Directors of SES Americom and SES Astra and leads SES Americom together with the members of the Management Commiittee. He also functions as the Vice-Chairman of the Board of Directors for AsiaSat and Nordic Satellite AB, as well as serving on the Board of Directors for Satlynx. Before joining SES in 1995, Mr. Bausch held serveral executive positions in both commercial and government capacities, including posts at SES/Astra, the Luxembourg Ministry of France, the National Society of Credits and Investments, the Compagnie Luxembourgeoise de Telediffusion, and the International Bank of Luxembourg. Mr. Bausch earned an M.A. in Economics and Business Administration from the University of Nancy, France.

 
     

 

  David W. Thompson

David Thompson has been Chairman and Chief Executive Officer of Orbital Sciences Corporation since co-founding the company in 1982. Orbital is one of America's leading space-related R&D and manufacturing companies. Before starting Orbital, Mr. Thompson was Special Assistant to the President of Hughes Aircraft Company's Missile Systems Group and was a project manager and engineer on advanced rocket engines at NASA's Marshall Space Flight Center. As a result of his work at Orbital, he was awarded the National Medal of Technology by President George H.W. Bush for his leadership of the company's Pegasus launch vehicle team. He has also received several other awards and honors.He holds a B.S. from MIT, an M.S. from CalTech, and a M.B.A. from Harvard Business School.

 
     
  Mr. Richard E. Butler

Mr. Richard Butler was former Secretary-General of the International Telecommunication Union (1983-1989) - previously Deputy Secretary General (1968-1982) where he was acclaimed for his policy insights and effective leadership.

Mr. Butler has been a leading pioneer in seeking understanding of the importance of the communications infrastructure to national economic efficiency and social development. He continues to be active in many fields including policy research, telecommunication reforms and new applications, and activities for the spectrum and new satellite and terrestrial wireless systems development.

The most senior Australian in the United Nations system, and the only one to be elected to Head a Specialised Agency, Mr. Butler has worked with many international bodies. He was A Founding Advisor in the establishment of APSCC and has been appointed to the boards of several other bodies, including Pacific Telecommunications Council, Hawaii, SkyStation and AsiaSpace Ltd.

 
     
C. Patrick Dewitt

C. Patrick DeWitt is Chief Executive Officer of Space Systems/Loral (SS/L), the leading provider of high-power commercial communications satellite systems and services. He is also Vice President of parent company, Loral Space & Communications (NASDAQ: LORL).

Mr. DeWitt has held management positions at SS/L and its predecessor companies for 35 years. He was named Executive Vice President in 1996 and became President of the company in 1999.   

As President, Mr. DeWitt guided SS/L through a severe market slowdown and through careful planning and efficiency implementation, he brought the company back to the top of its industry to resume its place as the premier satellite manufacturer that it is today.  In February 2007, Mr. DeWitt was named Satellite Executive of the Year by “Via Satellite” magazine for his achievements in 2006.  

Previously, as Executive Vice President, Mr. DeWitt was responsible for finance, information systems, procurement, facilities, and human resources.  He joined the Western Development Labs of Ford Aerospace in 1973 as a financial analyst, and held various financial management positions until he was named Controller of Ford’s Space Systems Division in 1988. Two years later, after Loral purchased the division, he was named Vice President of Finance for SS/L, with responsibility for all major financial and accounting operations.

Mr. DeWitt earned his Bachelor of Science degree in business administration from San Jose State University in 1974. He completed graduate work in business at the University of Santa Clara.

 

Auditor

At the 2008 APSCC Council and Plenary joint meeting held on September 24, 2008 during the APSCC 2008 Satellite Conference & Exhibition in Jeju, Korea, FINE Management & Accounting Corporation has been appointed as the official auditor of APSCC, in accordance with the APSCC Constitution Article 10. J. FINE which was established in Feb.1999 is an newly emerging Accounting Firm aiming to provide integrated management and financial services.

 

Board of Directors
 
The Board of Directors (formerly known as the Executive Committee) consists of ten members. The President nominates candidates for the Board for approval by the Council. The Board of Directors is responsible for assisting the President in deciding on APSCC directions and operation plans on the assigned area based upon opinions from the Council and APSCC members. Informal Board of Directors Meetings shall convene via teleconferencing as needed. Formal meetings shall convene annually.

  David Ball

David is the Regional Vice President Asia-Pacific for Intelsat and is responsible for the management of Intelsat’s sales and marketing activities throughout the Asia Pacific region, overseeing the sales offices in Beijing, Hong Kong, Mumbai, Seoul, Singapore, Sydney and Tokyo. David joined Intelsat in 2006 following the merger between PanAmSat and Intelsat.   David had worked for PanAmSat since 1995 and held a variety of positions in sales, engineering and space systems development.  David also spent three years at the PanAmSat headquarters in the United States before returning to Australia in late 2001.   He was appointed to the position of Vice President Asia-Pacific for PanAmSat in January 2003.

David holds a Bachelor of Engineering degree (Communications Engineering) from the Royal Melbourne Institute of Technology and a Graduate Diploma in Business Management from Deakin University.   Prior to joining PanAmSat, David served as a commissioned officer in the Royal Australian Air Force, specializing in communications system management.u

 
     
  Thomas A. Carroll (TC)

TC’s interest in satellites began in the mid-1960s, when his father was assigned to STRATCOM (US Army Strategic Communications), implementing the satellite communications structure for the South Pacific.  As a second-generation satellite executive, TC started his career with a ground systems manufacturer, then moved to positions with satellite operators of GEO and LEO constellations.  Since 2000, he has been fortunate to be part of the satellite launch services segment of the industry with International Launch Services.   His current sales and marketing assignments include Asia, Middle East, Southern Pacific and Canada. TC holds a bachelor of science degree from George Mason University and an MBA from University of Mary Washington.

 

 
     
     
  Richard Bowles

Richard Bowles joined Arianespace in 1986 and was responsible for sales in Turkey and Canada, which grew to include India and South East Asia. From 1996 to present, he has served as the Director, Asean of Arianespace Singapore Representative Office. He was responsible for the signing of first Satellite Launch Contract for Arianespace in SE Asia with Shinawatra, Thailand. Since then, many launch contracts have been signed for Arianespace for customers in the region. Richard received his graduate engineer training with Rolls Royce Aero Engine and Loughborough University of Technology, where he worked on manufacturing methods and production organization of aero engine manufacturing.

 
     
  Cynthia Dickins

Cynthia Dickins is Senior Vice President of Market Development for Asia for SES NEW SKIES, a wholly-owned company of SES.  Cynthia joined the group in 1997, as Managing Director of GE Americom Asia Pacific. Following the formation of SES through the merger of GE Americom and SES ASTRA, Ms. Dickins became Vice President of International Sales for SES AMERICOM. In 2003, she was promoted to Senior Vice President for SES’ Corporate Regional Development group, before transferring to SES NEW SKIES in 2008.

 
     
  Hideki (Eddie) Kato

Eddie Kato serves as Vice President and General Manager of Asia Pacific Region at Thales Alenia Space (former Alcatel Alenia Space). Based in Beijing, China, he is responsible for managing a team to market and sell satellites and space solution businesses for the entire Asia Pacific Regional market. Eddie has long experiences in various satellite business fields. Before joining Alcatel, he worked for Orbital Sciences Corporation between 1998 and 2006 as Vice President of Business Development for communications satellite business unit. He led all the marketing and business development activities of communications satellite sales world-wide. Before Orbital, he worked at General Electric (GE) Company’s aerospace group and its successor, Lockheed Martin Corporation, as Director of Marketing between 1991 and 1998. He was responsible for Japan and Indian markets under this capacity.

Mr. Yeong Mo Kwon is currently serving as Assistant Vice President of the International & Satellite Telecommunications Department at KT Corp., Korea’s largest telecommunications company.

He has over 20 years of experiences in the satellite business area in KT. He has been internationally renowned in the field of satellite frequency coordination for many years. His recent job was the Assistant Vice President of Satellite Operation Center at KT Corp. Since his appointment to the current position in December 2007, he has been in charge of International/Satellite network planning & management, overseeing various operations such as satellite services as well as submarine cable network.

He started his professional career at KT after graduating from the Yeung Nam University with Bachelor’s degree. He also obtained a MBA degree in Maryland University, USA.

Yutaka Nagai is senior executive vice president of SKY Perfect JSAT. He is also the Board Director of SKY Perfect JSAT Holdings Inc. He started his carrier at NTT in 1971 and was engaged in research and development work for satellite communications system. In 1986, he joined JCSAT, and has more than 22 years experience as a specialist in the satellite business.

 
     
  Yousuf Al Sayed

Yousuf Al Sayed joined the project to establish Thuraya in 1995, when he was appointed as a leading negotiations and project contracting with major satellite manufacturers, as well as in the management of key technical and regulatory aspects of the project. Mr. Al Sayed was appointed as Thuraya's CEO in 1998. Mr. Al Sayed has been driving the design, development, promotion, launch and commercial operations of Thuraya's mobile satellite system. Mr. Al Sayed began his telecommunications career with Cable & Wireless. In 1998, he joined Etisalat and has held various engineering management positions, including Chief Engineer Transmission and Chief Engineer Satellite Network. Mr. Al Sayed holds a Bachelor of Science degree in Electrical Engineering.

 
     
  Titus Yong

Titus Yong was appointed Head of Satellite on 1 April 2006. He oversees the fixed and mobile satellite business and infrastructure in SingTel. Prior to this, he was the Senior Director of Corporate Business Marketing and was responsible for the global marketing of B2B solutions. He also helped the Corporate Business Group implement various strategic initiatives such as building a pan-Asian network of managed hosting data centers. Before joining SingTel, Titus spent 7 years in the ICT industry and held specialist and management positions in leading MNCs.

 
     
  Ramesh Ramaswamy

Ramesh Ramaswamy is assistant vice president of marketing in the International Division at Hughes. In this capacity he is responsible for the strategic development of products and services to be offered by Hughes in the international market. Mr. Ramaswamy began his career at Hughes in 1986 as a software engineer and was one of the original designers of the VSAT satellite product line. Prior to his current position, Mr. Ramaswamy was assistant vice president and general manager of the Asia/Pacific Region, responsible for business development and profit and loss for the region. Previously, he was responsible for business development in the Middle East/Africa region and before that, was responsible for program management including installation of and technical support to VSAT systems around the world.

Bill Wade has been an Executive Director and the Deputy CEO of AisaSat since May 1996. In early 1992, he joined Hutchison Whampoa as Director of Business Development for Pan Asian Systems. Later he was seconded to AsiaSat to serve as Deputy CEO. After AsiaSat's flotation in 1996, Bill permanently joined AsiaSat where in addition to his present position he serves as Director on the Board of the listed company, Asia Satellite Telecommunications Holdings Limited. He speaks Mandarin Chinese and holds a Bachelor of Arts (Honors) degree in Communications from the University of Utah, and a Masters of International Management from the Garvin School of International Management (Thunderbird).

 
     
  Anthony Colucci

Anthony Colucci is a vice president of marketing and sales for Space Systems/Loral (SS/L), the leader in high power commercial satellites. He is responsible for the marketing and sales of the company’s communications satellites and systems in Asia, the Pacific, and the Middle East, and assists customers in starting and building satellite businesses. Mr. Colucci has more than 20 years experience in satellites and space. Prior to joining SS/L, Mr. Colucci spent 10 years with Hughes Space and Communications (now Boeing Satellite Systems). His work there included dealings with U.S. and overseas commercial and government agencies, while he served in various business development and management positions. Before he joined Hughes, he was a member of the technical staff of Rockwell International Corporation’s satellite systems division.

Naoakira Kamiya has been the Managing Director of the Satellite System Research Institute in Tokyo, Japan since 2000. Presently, he is active as a satellite system consultant and researcher. He is also a contributing editor for B-MAGA (Broadcast & Broadband Magazine) and FDI (Full Digital Innovation Magazine). Previously from 1993 to 1999, he was the General Manager of Satellite Procurement Office at JSAT Corporation. Before 1993, he held several managerial positions at Satellite Japan Corporation, Sumitomo-COMSAT Joint Operation Center, and Sumitomo Corporation.

Gregg Daffner is the President of G3 Global Communications Consulting a communications consultancy. Gregg is also the co-founder of Asia Broadcast Satellite (ABS) with 20 years of experience in business, regulatory and strategic development satellite issues.  Gregg was a founding member of Lockheed Martin Intersputnik which he and a group of investor later purchased to create ABS. From 1992 through 1996, Gregg was the Vice President for Market Development and Regulatory Affairs for PanAmSat. Gregg debuted his satellite career as Director of International Policy for the National Telecommunications & Information Administration, an agency within the U.S. Department of Commerce. Gregg was a Founding Executive Board Member of the APSCC.

Pramook Chaiwongwutthikul is the Vice President – Satellite Engineering & Operation at THAICOM Public Co., Ltd. He joined THAICOM is 1993. In this position, Pramook oversees the work in the area of the satellite engineering & operation, regulation & frequency coordination. His early work at the Company was in the area of satellite frequency coordination. Later on, he was assigned to be responsible for the work of communication engineering and satellite operation. In 1995 Pramook was appointed as a program manager of Thaicom-5.

Ken Betaharon

Ken Betaharon is the Chief Technology Officer of ABS and is currently heading up the procurement for the ABS-2 satellite Program, including spacecraft development and planning, as well as satellite payload operations, regulatory and strategic development.  Ken has over 30 years experience in the satellite industry, in disciplines including spacecraft design, development, procurement and operations.

Prior to joining ABS, Ken was the Senior Vice President and Chief Technology Officer for Intelsat. During his tenure at Intelsat he was involved in all aspects of satellite communications with responsibility in the procurement of over forty (40) satellites, several large business development activities, R&D efforts, ITU related activities and filings, system planning and satellite deployment strategies, communications engineering, products and services development, and the establishment of the Intelsat terrestrial infrastructure after Intelsat privatization.  

Ken has also spent over nine years at Comsat Laboratories developing space as well as ground segment hardware, satellite communications system analysis and measurements.

 
     

 

Spectrum Committee
The APSCC Spectrum Committee has been organized at the 2009 Q2 APSCC Board of Directors meeting in Singapore. The Spectrum Committee aims to exchange the ideas on the spectrum as well as the regulatory issues in the Asia-Pacific region, and to designate the right direction and to do proper actions in time on behalf of the APSCC for the AP satellite industry in coordination with the APSCC Officers.

Pramook Chaiwongwutthikul is the Vice President – Satellite Engineering & Operation at THAICOM Public Co., Ltd. He joined THAICOM is 1993.   Ali R. Ebadi

Dr. Ali R. Ebadi is the Senior Vice President – Space Systems Development of MEASAT.  He joint MEASAT in 1991.  He has a PhD Degree in Electrical Engineering, and has more than 20 years experience in the field of Radio Engineering and Satellite Communications besides being actively involved in ITU’s activities.  Currently, he is Chairman of the Radio Regulations Board of ITU.

Prior to working with MEASAT, he was a full-time lecturer for 5 years at Universiti Teknologi Mara (UiTM) and a part-time lecturer for 2 years at the University of Malaya.  

He is member of the Institution Engineer of Australia (IE Aust) as Chartered Professional Engineer, member of the The Institution of Engineering and Technology (EIT) UK as Chartered Engineer and member of the Malaysian Institute of Engineer (IEM).

 
     
  Anthony Baker

Anthony Baker has over 20 years experience is the satellite industry working for the government, and commercial satellite operators.  Latterly, he has been with SES World Skies for 10 years working as Vice President of Spectrum Development & Satellite Programs responsible for spectrum acquisition, satellite program monitoring, transitioning of customer services to new satellites as well assupport to market development.  Previous experience is with AsiaSat, NATO and the UK regulator, OFCOM.

 
     
  Roger Tong

Roger Tong, General Manager, Engineering, has over 21 years' experience in the satellite and telecommunications industry and has worked in Canada, Mainland China and Hong Kong. Mr. Tong has held various senior management positions at COM DEV International, Allen Telecom Corporation and Mark IV Industries. Prior to joining AsiaSat in March 2008, Mr. Tong was the Technical Consultant to Telesat Canada where he was responsible for various satellite programmes.

Mr. Tong holds a Bachelor's degree in Computer Engineering and a Master's degree in Engineering from the McMaster University, Canada and a MBA degree from the Wilfrid Laurier University in Canada.

Kevin Seow is Director of Space Development for SES WORLD SKIES, a wholly-owned company of SES, the world’s premier satellite group. He joined SES WORLD SKIES in November 2002 and is responsible for spectrum management and ITU related activities with focus on orbital assignment and spectrum utilization issues and proceedings. Prior to joining SES WORLD SKIES, he was Senior Engineer at MEASAT Satellite Systems based in Kuala Lumpur, Malaysia.

Mr. Seow earned his bachelor’s degree in Engineering from McMaster’s University in Hamilton, Ontario (Canada). He is married with three children.

Eddy Setiawan is Senior Manager of Regulatory Affairs for PT. Pasifik Satelit Nusantara / ACeS, Jakarta, Indonesia. Mr. Setiawan has held senior engineering management positions at TELKOM and TELKOMVision. Prior to joining PSN/ACeS in 2007, he was Principal engineer on satellite service of TELKOM R&D Center.

Mr. Setiawan is Secretary General of Indoensian Satellite Association (ASSI), APG2012 Chairman of WRC-12 agenda item 1.25 and APG2012 Rapporteur for WP4C ITU-R.

Mr. Setiawan holds a Bachelor's degree in Electrical Engineering from ISTN, Indonesia and Mastere Specialisee on Aeronautic and Space Engineering from ENSAE Supaero, France.
